It is done to give the illusion that the red silk has been wrapped around the inner strapless black dress. To give more depth to that illusion a large swatch of the silk is gathered and wrapped over the bodice and then rises above one shoulder in the most dramatic way. This appears to anchor the fabric that wraps around the bodice to the back
